P4 schools are allocating their $21M in full, with most to football and some to basketball.  Stuff like the Haynes King Bojangles commercials are NIL, and are above and beyond whatever is allocated to King as part of the $21M.  And quite honestly it’s how this should really work, IMHO.</blockquote>
